One of the axes of the «Great Fund» is delegated cooperation. This means the funds delegated by the European Union to member countries, in this case Spain, and specifically to the AECID, to implement development initiatives.
Such programmes have existed for more than a decade, but in recent years they have grown in importance in terms of the number of initiatives, countries involved, and funds allocated.
Some of these delegated cooperation programmes are associated with previous FCAS actions, where FCAS programmes act as a seed for the generation of larger initiatives.
The following table lists the delegated cooperation actions that have some relationship with the Water Fund. Either because they are associated with a specific FCAS programme, or because, without having a specific programme, the management is being carried out somehow by the Fund.
In total, until December 2024, 10 delegated cooperation operations have been carried out –or are being carried out: three of them in Bolivia, two in Nicaragua and the rest in Ecuador, Guatemala, Haiti and Paraguay, one in each country. In addition, there was a regional programme covering interventions in different countries, ending in 2024.
In total, these delegated cooperation actions have involved a grant of 156 million from the European Union (including management fees), and have mobilised more than 840 million, bringing the total collective investment in these initiatives above €1 billion (taking into account contributions from other instruments, such as grants or loans from different entities).
