SLV-059-B: Development of a public policy to ensure the sustainability of the drinking water and sanitation sub-sector in rural areas, phase I.
Throughout 2024, the programme’s investments amounted to €936,000, of which €275,000 were allocated to the agreement between the Ministry of Environment and Natural Resources MARN and the Water Authority of El Salvador (ASA) for the «Inventory of discharges and the development of the action plan in the micro-watershed of the Matalapa River and a section of the Acelhuate River» in the Metropolitan Area of San Salvador (AMSS), while the remaining €659,000 were invested in improving infrastructure in rural areas, management and administration capacities, as well as the implementation of water resources protection and preservation actions in seven water supply systems.
Investments in projects for the improvement of the seven rural water supply systems have benefited a total of 6,744 households with more than 25,000 inhabitants, 6 health centres and 15 schools.
5 of these projects have benefited 5 boards located in the western region of the country, improving and rehabilitating the components of the hydraulic and electromechanical infrastructure of the supply systems through: replacement of the electrical substation and the control panel for the water pumping system in La Hachadura (ARAPEHM); disassembly and assembly of the discharge train of the pumping plant in the Asociación Comunal de Agua La Única Esperanza de los Ocho Caseríos (ASCAUNELOC); replacement of more than 2,800 metres of galvanised iron piping for the impeller networks, 400 metres of adductor piping and 1,400 metres of distribution network piping, together with the valve system and hydro-pneumatic equipment for pressure control in three of the systems; the construction of a 145 cubic metre tank in ACAFURDIN, as well as the repair and waterproofing of the distribution tanks in three of them; (v) the installation of the chlorination system in the five supply systems; (vi) the installation of 18 new connections with their micro-metering boxes in ACOACOSEIM and 34 in ARAPEHM; (vi) construction of nurseries, holding of reforestation campaigns, creation of firebreaks and living barriers in the 5 water systems.

The other two projects completed in 2024, located in the central region of El Salvador, have benefited the Asociación Comunal Administrativa del Sistema Agua Potable El Pedregal (ACASAPEP) and the Asociación Comunal del Sistema de Agua Potable Joya de Cerén (ACASAJOCE), through the installation of two hybrid photovoltaic systems of 72.2 kW and 33.3 kW, respectively, which operate as Renewable Producer Users (RPUs). These systems allow pumping plants to be supplied from the grid or from photovoltaic panels. In addition, it allows the surplus energy generated to be fed into the grid when the energy demand of the pumping systems is less than the production of the PV system. Thus, since February 2024, when both photovoltaic systems became operational, ACASAPEP has generated 86,397 kWh, saving around $15,000. ACASAJOCE has produced 41,352 kWh, with a saving of $6,600, thanks to the sale of surpluses and self-consumption.

In phase II of the programme «Development of a public policy to ensure the sustainability of the drinking water and sanitation sub-sector in rural areas, phase II«, two technical files were designed to improve the hydraulic and electromechanical infrastructure of the Asociación Rural de Agua y Saneamiento Apolinario Serrano (ARAS), in the District of Suchitoto, and of the Asociación de Desarrollo Comunal of the Mil Cumbres Canton, in the District of Panchimalco, which were tendered and awarded in December 2024 and whose implementation will begin in 2025.
In addition, the design of a technical dossier for the installation of a photovoltaic system in the San Miguel pumping plant and for the improvement of the electromechanical equipment of the Tierra Blanca re-pumping plant, which are part of a water supply system in the District of Candelaria de la Frontera that provides service to five Water Boards, was also completed: those of Bendición de Dios (ACASAPOSAB), that of San Vicente-Caserío Paraje Galán (ACASAVPAG,), the asociación de Desarrollo comunal Monte Verde Association (ADESCOMVER), that of the Comunidad Lotificación Bolaños (ACASALOB) and that of Colonia Buenos Aires (ADESCOBA II).
SLV-061-B: Strengthening municipal and community water management.
During the year 2024, following the change in the Salvadoran regulatory framework that resulted in a municipal regrouping, the change of beneficiary of the intervention was executed, from the Local Council of Suchitoto to the Local Council of Cuscatlán, into which the intervention is integrated. The Inter-Institutional Commission for Water Planning (CIPH), in which the Water Authority of El Salvador (ASA) and the Ministry of the Environment and Natural Resources (MARN) participate, was created and energised by the Local Council of Cuscatlán Norte. In this space, the terms of reference and technical notes for the elaboration of the Suchitoto Water Plan were designed in coordination with the Local Council of North Cuscatlán. Coordination meetings have also been held with the Universidad Politécnica de Valencia (UPV) to start with the training days in AQUATOOL a decision support system for the planning and management of basins and water resource systems.
In the area of drinking water supply, three technical dossiers have been prepared to improve the service provided by the Asociación Rural de Agua y Saneamiento Comunidad El Barío (ARASCOBA), the Asociación Rural de Agua y Saneamiento Apolinario Serrano (ARAS) and the Asociación Comunal Aguas del Tecomasuchi, whose works will benefit more than 5,329 people. In addition, the design of the technical dossiers to improve the drinking water and sanitation services in five schools was carried out.
Finally, work was done to strengthen civil society organisations present in the territory, such as the «Mesa Ciudadana Municipal de Agua y Fuego» and the network of water boards AGUASUCHI (Asoc. de Sistemas Comunitarios de Agua de Suchitoto).
